Biography
Mark Edward Kelly was born on February 21, 1964, in Orange, New Jersey, and is the identical twin of former astronaut Scott Kelly. He grew up in West Orange, New Jersey, and graduated from the US Merchant Marine Academy in 1986, then joined the US Navy as a naval aviator. He flew combat missions over Iraq in 1991 during the Gulf War — flying A-6E Intruder aircraft on 39 combat missions from the USS Midway — and later flew EA-6B Prowlers and worked as a test pilot.
Kelly was selected as a NASA astronaut in 1996 and flew on four space shuttle missions, including as commander of STS-134 in 2011 — the second-to-last shuttle mission in history. His twin brother Scott simultaneously conducted a one-year mission on the International Space Station in 2015–2016, enabling NASA to study the biological effects of long-duration spaceflight by comparing identical twins. Mark Kelly retired from NASA and the Navy in 2011 with the rank of Captain.
His wife, former Arizona Congresswoman Gabrielle "Gabby" Giffords, was severely wounded in an assassination attempt in Tucson in January 2011 — a shooting that killed six people and injured thirteen. Kelly became a prominent advocate for gun safety reform in the aftermath, co-founding the Giffords advocacy organization with his wife in 2013. His personal biography — astronaut, combat veteran, gun safety advocate married to a shooting survivor — shaped a unique political identity that bridged constituencies.
Kelly announced his candidacy for Arizona's Senate seat in 2019 against Republican incumbent Martha McSally (who had been appointed, not elected, after John McCain's death). He won the 2020 special election by 2.4 percentage points and the 2022 regular election by 4.9 points — outperforming Democratic presidential candidate Biden in both cycles. He is now serving his first full six-year term and faces re-election in November 2026.
In the Senate, Kelly serves on the Armed Services, Energy and Natural Resources, and Special Committee on Aging committees. He has built a reputation as one of the more centrist Democratic senators, working across the aisle on veterans issues, water rights in the Colorado River Basin, border security provisions, and semiconductor manufacturing investment in Arizona. He was a co-lead author of the 2022 Bipartisan Safer Communities Act.
Key Policy Positions
Gun Safety
Kelly's most defining issue is gun safety reform. He co-led the 2022 Bipartisan Safer Communities Act with Republican Senator John Cornyn — the first significant federal gun safety legislation in nearly 30 years. The law expanded background checks for buyers under 21, funded crisis intervention programs, and closed the "boyfriend loophole" in domestic violence provisions.
Border & Immigration
Kelly represents a border state and has taken a more security-focused immigration stance than most Democratic senators, supporting increased border patrol resources and operational control measures alongside a pathway to citizenship for DREAMers. He was involved in bipartisan border security negotiations in 2024, separating himself from pure anti-enforcement Democratic messaging.
Veterans & Military
Kelly's Navy combat background makes veterans affairs a natural priority. He has worked on veterans healthcare access, mental health services, and military housing on the Armed Services Committee. Arizona hosts multiple major military installations — including Luke Air Force Base and Fort Huachuca — making defense policy central to his constituent representation.
2026 Senate Race
Kelly's 2026 re-election race in Arizona is one of the most closely watched Senate contests of the cycle. Arizona has been trending Republican — Trump carried it in 2024 after Biden won by just 10,000 votes in 2020 — and the state's rapid population growth is shifting the electorate in ways that are not yet fully mapped.
Kelly's assets are exceptional by Democratic standards in Arizona: a bipartisan record, a military and astronaut biography that resonates broadly, consistent high personal favorability ratings relative to the national Democratic brand, and a proven fundraising machine that will likely produce one of the best-funded Senate campaigns of the cycle.
Republican recruitment is a key variable. A strong conservative candidate aligned with Trump and popular in the state's Republican primary could be competitive. A nomination of an extreme candidate — as happened in Arizona's 2022 Senate race when Blake Masters won the primary — could be more favorable for Kelly. Arizona's Republican primary dynamics are closely watched.
